I am not sure if Google is aware of this and what are the concepts that google have on this subject? Its something which I feel is totally against the real concept of Google Pagerank. Pagerank is used to determine the importance of that page taking the inbound and outbound links into consideration. If I buy a domain with high pagerank and create some non-sense pages, whats the use of such pageranks?

A pagerank is assigned by google according to google’s pagerank algorithm. The factors that effects the pagerank is inbound links. When somebody finds a related site and adds a link to that page, its giving a vote to that page. This is what google’s concept is about a inbound link and not creating links by link trade or link exchange. These kind of artificial link creation is treated as spamming. Google can ban such sites and even remove from their index.
